Pennsylvania aims for 'balance' on road salt use - The Times

PennDOT said it maintains policies to “account” for salt usage each week and after every storm and has adopted standard road salt application rates based on the severity of weather precipitation. Before each winter, PennDOT also holds meetings in each of its 11 district offices to discuss best practices and review the negative impacts of excessive road salt use.

PennDOT says it aims to reduce the use of road salt while “balancing” safety needs for travels. But at 4 cents a pound, road salt remains the “most affordable and effective solution for winter highway maintenance.” The statement comes as part of a response to a USA TODAY Network survey of states.

Pennsylvania’s transportation department further said it maintains policies to “account” for salt usage each week and after every storm and has adopted standard road salt application rates based on the severity of weather precipitation. Before each winter, PennDOT also holds meetings in each of its 11 district offices to discuss best practices and review the negative impacts of excessive road salt use.

The department also said it equips plow trucks with GPS and segmented blades that can reduce the use of salt compared with traditional straight steel blades. It said it only uses brine solutions under the right conditions, but that trucks are equipped to pre-wet salt to reduce bounce and improve application rates.

PennDOT did not provide any data proving improvements on salt use to date, saying storm-to-storm variability makes it difficult to measure precisely.

The Pennsylvania Department of Environmental Protection said it requires discharge permits for any salt piles exceeding 3,000 tons, which further require that the piles remain covered except when being utilized. The DEP also has a 250 part per million (ppm) water quality standard for chloride, which is measured at the withdrawal point for any surface water being used for drinking water. No statewide efforts to analyze chloride trends in public water systems have been undertaken.

The state measures chloride in 90 lakes through a statewide network, but rotates the program, sampling groups of 15-20 lakes each year for five years before moving onto the next group.
