House Democrats to move on temporary 'SALT' cap increase - Roll Call

The House Ways and Means Committee could take up legislation as early as next week that would increase a limit on state and local tax deductions that has riled Democrats from high-cost regions, according to a senior panel member.

The “SALT” bill, which has not yet been released, is still in flux, but the $10,000 deduction limit set by the Republican-backed tax code overhaul would be raised to an as-yet undetermined level for three years, according to Rep. Bill Pascrell Jr.. A final figure hasn’t been decided on, the New Jersey Democrat said, describing it as “maybe $15,000 or $20,000, whatever that figure’s going to be.”

The legislation would also include elimination of a penalty against joint filers, who now have the same deduction limit of $10,000 as single filers. Under a bill introduced earlier this year by freshman Illinois Democrats Lauren Underwood and Sean Casten, who campaigned for their seats in part to help ease their constituents’ SALT cap-induced tax burdens, the cap would go to $15,000 for individuals and $30,000 for married couples.

Keeping such a limit in place would target the tax relief at middle-class households, rather than repealing it altogether which would deliver a windfall to the well-off. For example, in 2017 on average the richest households making about $3.5 million wrote off more than $280,000 in state and local taxes, according to IRS data.

Pascrell said the “marriage penalty” fix would be temporary as well and also set for three years. The cost of the change would be offset by restoring the top marginal rate for individuals to 39.6 percent. That rate was cut to 37 percent by the 2017 tax law, but is scheduled to return to 39.6 percent in 2026.

After committee Democrats met in their weekly caucus Wednesday, leaders said they expect the House will vote before the end of the year on the measure.

House Ways and Means Chairman Richard E. Neal and the bill’s author, California Democrat Mike Thompson, told reporters that they want a committee markup and House vote this year. The House is currently scheduled to adjourn for the year by Dec. 20.

“I want that,” Neal said. “I really don’t think this should spill into next year, positively not.”

In an understatement, the Massachusetts Democrat allowed that other matters could impede a path to the floor. “You can see there’s a whole lot of background noise here on other issues,” he said, apparently referring to impeachment hearings and a Dec. 20 deadline to pass spending bills to avert a second government shutdown in two years.

While a SALT relief bill is unlikely to advance in the GOP-controlled Senate, House Democratic leaders have nonetheless been under pressure from freshman lawmakers and others from high-tax blue states like New Jersey, Illinois and California to move legislation. But they’ve struggled with how to structure a bill so it would comply with pay-as-you-go budget rules and not hand Republicans a talking point that they are simply trying to help their rich constituents.

Air pollution building up Friday along the Wasatch Front - Salt Lake Tribune

Utahns who are sensitive to smog should stay indoors, and motorists were advised to reduce trips or take public transit on Friday as air pollution worsened along the Wasatch Front.

According to the Utah Department of Environmental Quality, Cache County’s PM 2.5 (fine particulate) level was at orange — “unhealthy for sensitive groups” — while Salt Lake County’s level dropped from orange to yellow, or “moderate,” as of 7 a.m. Friday. Davis, Utah and Weber counties also were at “moderate” pollution. Burn restrictions were in effect throughout northern Utah.

The Salt Lake City International Airport also delayed and canceled several flights, according to a tweet Friday evening, because of the low visibility from the inversion.

“Persistent temperature inversions across northern Utah valleys will result in degraded air quality and patchy fog through Saturday,” a Friday weather bulletin stated.

A storm is expected to bring rain and snow to the western two-thirds of Utah starting late on Saturday and could bring some relief from the air pollution. Look for a 70 percent chance of rain in Salt Lake City and Provo on Sunday, possibly turning to snow on Sunday night, with an 80 percent chance of precipitation in Ogden and Logan. Snow accumulation is likely in the mountains.

A small storm on Thursday did little to clear the air, which returned to “orange” levels of pollution by about 7 p.m. along the Wasatch Front. But it did provide a small boost to Utah’s ski resorts, with 6 inches of snow falling at Snowbasin, 5 inches on Brighton’s crest, 4 inches at Alta and Powder Mountain, and 3 inches at Solitude, Snowbird and Park City.

17-year-old girl attacked at Utah ski resort - Salt Lake Tribune

A Park City man is facing charges after police say he attacked and choked a 17-year-old girl while she was skiing last month.

The girl was headed down a slope at Park City Mountain Resort on Nov. 27, said Park City Police Capt. Phil Kirk, when she pulled over to the side to wait for some friends. While stopped, a man approached her and began yelling.

It’s unclear if he knew the girl or what happened before the confrontation. He grabbed the girl’s neck, though, and “started squeezing,” according to a probable cause statement filed in court Friday. He then apparently shoved her to the ground while continuing to choke her.

Marcelo Pablo Jose Portomene, 40, was charged Friday with child abuse with the intention of inflicting serious injury, a second degree felony. A warrant has been issued for his arrest.

Kirk said the case has been referred to the Summit County Attorney’s Office, and he couldn’t answer more questions because it is under investigation. The office did not immediately return calls for comment, nor did Park City Mountain Resort’s spokeswoman.

President Donald Trump displays his power with firm handshakes, a second scoop of ice cream, and towering salt and pepper shakers.

CBS News White House Correspondent Mark Knoller pointed out how much bigger Trump's shakers were in a tweet on Thursday.

Insider combed the photo archives and found that Trump more often than not gets much larger salt and pepper shakers than other foreign leaders or American politicians when dining at the White House. And we couldn't find instances of Trump's most recent predecessors using larger shakers than their guests.

The large shakers might just be because he enjoys salty food like KFC, Big Macs, and bacon and eggs. But it could also be another power move, alongside his fierce handshakes and bulky suits.

These photos show how much bigger Trump's White House salt and pepper shakers usually are than everyone else's, and how it compares to former presidents Bill Clinton, George W. Bush, and Barack Obama.
